為了確保(bao)政(zheng)(zheng)府(fu)會(hui)計(ji)(ji)準(zhun)(zhun)則(ze)制度(du)(du)在(zai)交通(tong)(tong)運輸領域全面有效實施,根據《政(zheng)(zheng)府(fu)會(hui)計(ji)(ji)準(zhun)(zhun)則(ze)——基(ji)(ji)本(ben)準(zhun)(zhun)則(ze)》(財政(zheng)(zheng)部(bu)令第(di)78號(hao))、《政(zheng)(zheng)府(fu)會(hui)計(ji)(🌄ji)準(zhun)(zhun)則(ze)第(di)5號(hao)——公共(gong)基(ji)(ji)礎設施》(財會(hui)〔2017〕11號(hao))、《政(zheng)(zheng)府(fu)會(hui)計(ji)(ji)準(zhun)(zhun)則(ze)第(di)10號(hao)——政(zheng)(zheng)府(fu)和(he)(he)社會(hui)資本(ben)合作項目合同》(財會(hui)〔2019〕23號(hao))和(he)(he)《關于進(jin)一步(bu)做好政(zheng)(zheng)府(fu)會(hui)計(ji)(ji)準(zhun)(zhun)則(ze)制度(du)(du)新舊(jiu)銜接和(he)(he)加強(qiang)行政(zheng)(zheng)事業單位(wei)資產核算的(de)通(tong)(tong)知》(財會(hui)〔2018〕34號(hao))等規(gui)定(ding),結合交通(tong)(tong)運輸行業實際,現就進(jin)一步(bu)加強(qiang)公路水(shui)路公共(gong)基(ji)(ji)礎設施政(zheng)(zheng)府(fu)會(hui)計(ji)(ji)核算有關事項通(tong)(tong)知如(ru)下:
一、整體需要
國(guo)道水(shui)(shui)路共(gong)(gong)同(tong)(tong)框架(jia)裝置(zhi)是(shi)國(guo)家(jia)金融(rong)財力的根(gen)本組成(cheng)的部份。地理(li)(li)(li)學恰當證實、劑量、紀錄(lu)和評(ping)估(gu)(gu)行(xing)(xing)業(ye)匯(hui)報單(dan)(dan)(dan)國(guo)道水(shui)(shui)路共(gong)(gong)同(tong)(tong)框架(jia)裝置(zhi)金融(rong)財力,對(dui)創(chuang)建責任(ren)情況制(zhi)(zhi)的國(guo)家(jia)根(gen)本性管理(li)(li)(li)出(chu)(chu)(chu)納(na)(na)評(ping)估(gu)(gu)行(xing)(xing)業(ye)匯(hui)報單(dan)(dan)(dan)制(zhi)(zhi)度(du)管理(li)(li)(li)的必(bi)要(yao)(yao)性,使國(guo)道水(shui)(shui)路共(gong)(gong)同(tong)(tong)框架(jia)裝置(zhi)好貼心(xin)服務(wu)發(fa)展前(qian)景(jing)、造福一方民(min)眾(zhong)還具有(you)根(gen)本含義(yi)。必(bi)要(yao)(yao)持(chi)之以恒以習主(zhu)席新網(wang)絡中國(guo)人(ren)特點(dian)社會(hui)中理(li)(li)(li)性主(zhu)義(yi)思(si)想意識為(wei)考核評(ping)價(jia),死死地致力于責任(ren)情況制(zhi)(zhi)國(guo)家(jia)根(gen)本性管理(li)(li)(li)出(chu)(chu)(chu)納(na)(na)評(ping)估(gu)(gu)行(xing)(xing)業(ye)匯(hui)報單(dan)(dan)(dan)制(zhi)(zhi)度(du)管理(li)(li)(li)的必(bi)要(yao)(yao)性改變的總體(ti)的目標的目標和神(shen)ℱ器(qi)任(ren)務(wu),結實促(cu)進國(guo)道水(shui)(shui)路共(gong)(gong)同(tong)(tong)框架(jia)裝置(zhi)出(chu)(chu)(chu)納(na)(na)選擇,新一輪呈(cheng)現國(guo)道水(shui)(shui)路金融(rong)財力“身家(jia)”,打牢國(guo)家(jia)出(chu)(chu)(chu)納(na)(na)評(ping)估(gu)(gu)行(xing)(xing)業(ye)匯(hui)報單(dan)(dan)(dan)和行(xing)(xing)政處自己事業(ye)性國(guo)企金融(rong)財力評(ping)估(gu)(gu)行(xing)(xing)業(ye)匯(hui)報單(dan)(dan)(dan)的選擇框架(jia),為(wei)提高開發(fa)城(cheng)市流(liu)量強(qiang)國(guo)夢(meng),驅動城(cheng)市流(liu)量公路運輸冶理(li)(li)(li)指(zhi)標體(ti)系和冶理(li)(li)(li)能力素質(zhi)當今化能提供(gong)框架(jia)保險。
二(er)ꦰ、關羽高速公(gong)路(lu)(lu)水路(lu)(lu)公(gong)眾依據公(gong)共設施(shi)事實上𒁃(shang)認
(一)農(nong)村公(gong)路(lu)水路(lu)共同知識基礎公(gong)用設施的區🏅分
本(ben)告(gao)訴所(suo)稱的道路橋水路公用(yong)(yong)安(an)(an)全服務(wu)設(she)施(shi)框(kuang)架安(an)(an)全服務(wu)設(she)施🔯(shi),叫做(zuo)各級黨(dang)委(wei)通(tong)用(yong)(yong)城(cheng)市交通(tong)及配(pei)送(song)領班單位為具備社會(hui)上公用(yong)(yong)安(an)(an)全服務(wu)設(she)施(shi)通(tong)用(yong)(yong)城(cheng)市交通(tong)及配(pei)送(song)實(shi)際需求所(suo)控住的道路橋、及配(pei)送(song)站場、航線、港口(kou)查詢、輪(lun)渡極其配(pei)套服務(wu)設(she)施(shi)安(an)(an)全服務(wu)設(she)施(shi)等(deng)有型房(fang)產。
獨立于公(gong)(gong)路(lu)水路(lu)公(gong)(gong)共基礎(chu)設(she)施、不構(gou)成公(gong)(gong)路(lu)水路(lu)公(gong)(gong)共基礎(chu)設(she)施使用(yong)(yong)不可缺少組成部分的(de)(de)管理(li)用(yong)(yong)房屋構(gou)筑物(wu)、設(she)備、車輛、船舶,不對(dui)社會公(gong)(gong)眾(zhong)開放的(de)(de)公(gong)(gong)務(wu)碼頭,不再提供(gong)公(gong)(gong)共服務(wu)的(de)(de)公(gong)(gong)路(lu)水路(lu)設(she)施,其會計核(he)算(suan)適用(yo🧜ng)(yong)《政府會計準則第3號——固定資產》,納入單😼位固定資產管理(li)。
(二)公(gong)路網水路共(gong)同核心的設施的記賬主題
1.確定(ding)記賬主體的一般原則。
各個等級(ji)交通(tong)網搬運領(ling)班部位需要跟據農村公(gong)路網水(shui)路通(tong)用(y🔜ong)(yong)理(li)(li)論知(zhi)識裝置安全處理(li)(li)構(gou)成,來確定“誰(shui)需承擔起安全處理(li)(li)保養管理(li)(li)職責(ze),由誰(shui)記(ji)ꦛ賬”的(de)(de)基本準則,并聯系立(li)即需承擔起下一步(bu)花(hua)費權(quan)利與義(yi)務條件,合理(li)(li)安排來確定農村公(gong)路網水(shui)路通(tong)用(yong)(yong)理(li)(li)論知(zhi)識裝置的(de)(de)記(ji)賬主休。
有關系記賬𝄹(zhang)層面對公(gong)的路水路公(gong)共服務基(ji)礎理(li)論場地設(she)施實際上🦹認須得互相配合共同,切實保障財力根(gen)本不(bu)按順(shun)序、不(bu)中斷。
2.確定(ding)記(ji)賬(zhang)主體(ti)的有關具體(ti)規定(ding)。
(1)中(zhong)央委托地方承擔管理維護職(zhi)責的公(gong)路水路公(gong)共基礎設施,應當(dang)由地方具體承擔管理維護職(zhi)責的交通運輸行政ౠ事業(ye)單位作為記賬主體。委托方應當(dang)設置(zhi)備查簿進行登記。
(2)對于由企(qi)業(ye)舉債(zhai)(zhai)形成(cheng)的(de)非收費公(gong)(gong)路,相關(guan)債(zhai)(zhai)務已經(jing)由政府承擔(dan)的(d🍒e),應(ying)當及時(shi)從企(qi)業(ye)資產負債(zhai)(zhai)表中剝離,按上述(shu)一般原則確定公(gong)(gong)路公(gong)(gong)共基礎(chu)設施的(de)記賬主體,并及時(shi)登記入賬。
(3)對(dui)于車輛通(tong)行費納入政(zheng)(zheng)府(fu)性基金預算(suan)管理(li)且相應的(de)(de)債務(wu)由(you)(you)政(zheng)(zheng)府(fu)償(chang)還(huan)的(de)(de)政(zheng)(zheng)府(fu)收費公路(lu)(包(bao)括存量的(𝓀de)(de)政(zheng)(zheng)府(fu)還(huan)貸公路(lu)),由(you)(you)負責(ze)編制車輛通(tong)行費支出(chu)預算(suan)的(de)(de)交通(tong)運輸(shu)行政(zheng)(zheng)事(shi)業單(dan)位作為記賬🌼主體(ti)。
(4)對于(yu)由企業(ye)舉(ju)債(zhai)并(bing)負(fu)責(ze)償還的收費(fei)公路,采(cai)用(yong)政(zheng)府(fu)和社(she)會(hui)資(zi)(zi)本(ben)合作(zuo)(PPP)模式形成的,政(zheng)府(fu)方(fang)應當(dang)按(an)(an)照(zha🤡o)《政(zheng)府(fu)會(hui)計(ji)準則(ze)第(di)10號(hao)——政(zheng)府(fu)和社(she)會(hui)資(zi)(zi)本(ben)合作(zuo)項目(mu)合同》及其(qi)應用(yong)指南的相(xiang)關(guan)(guan)規(gui)定(ding)確(que)定(ding)記賬(zhang)主體(ti);采(cai)用(yong)建設-運(yun)(yun)營-移交(BOT)方(fang)式形成但未納入全國PPP綜(zong)合信息平臺項目(mu)庫,且(qie)企業(ye)方(fang)已(yi)按(an)(an)照(zhao)相(xiang)關(guan)(guan)企業(ye)會(hui)計(ji)準則(ze)確(que)認(ren)為無形資(zi)(zi)產(chan)的,政(zheng)府(fu)方(fang)應當(dang)參照(zhao)《政(zheng)府(fu)會(hui)計(ji)準則(ze)第(di)10號(hao)——政(zheng)府(fu)和社(she)會(hui)資(zi)(zi)本(ben)合作(zuo)項目(mu)合同》及其(qi)應用(yong)指南的相(xiang)關(guan)(guan)規(gui)定(ding)確(que)定(ding)記賬(zhang)主體(ti);除上述(shu)情(qing)形外且(qie)已(yi)由企業(ye)方(fang)入賬(zhang)的,地方(fang)交通(tong)運(yun)(yun)輸主管(guan)部門應當(dang)設置備(bei)查簿(bu)進行登記,待后(hou)續相(xiang)關(guan)(guan)規(gui)定(ding)明(ming)確(que)后(hou),再進行調整。
(5)對于(yu)天然航道、天然錨地和無償劃撥的(de)🌠土(tu)地,不進行價值核算,無需確(que)認入賬(zhang),對其具有管理維(wei🦄)護職責的(de)交通運輸行政事業單位應(ying)當設(she)置備查簿進行登記。
對于(yu)已按財會〔2018〕34號文有關規(gui)(gui)定入賬的存量公(gong)路水路公(gong)共(gong)(gong)基(ji)礎設(she)施(shi),其記(ji)賬主體(ti)與上述規(gui)(gui)定不一致(zhi)的,應當自2021年1月(yue)1日起根據上述規(♊gui)(gui)定予以調整。記(ji)賬主體(ti)按規(gui)(gui)定增(zeng)加公(gong)共(gong)(gong)基(ji)礎設(she)施(shi)的,借記(ji)“公(gong)共(gong)(gong)基(ji)礎設(she)施(shi)”科目(mu),貸記(ji)“累(lei)計盈余”科目(mu);按規(gui)(gui)定減(jian)少公(gong)共(gong)(gong)基(ji)礎設(she)施(shi)的,做相(xiang)反的會計分錄。
三、觀(guan)于(yu)國(guo)道水(shui𝔍)路服務(wu)性理(li)論知識(shi)安全設施的組合
(三)公路(lu)工程水(shui)路(lu)共公基(ji)礎條件配制的分為
一級公路(lu)工(gong)程(cheng)水(shui)路(lu)公用(yong)生(sheng)(s🌠heng)(sheng)(sheng)活(huo)(huo)(huo)設(she)備前提(ti)生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)(huo)設(she)備具(ju)有一級公路(lu)工(gong)程(cheng)公用(yong)生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)(huo)設(she)備前提(ti)生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)(huo)設(she)備、汽年客貨運站公用(yong)生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)(huo)設(she)備前提(ti)生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)(huo)設(she)備和(he)水(shui)路(lu)公用(yong)生(sheng)(sheng)(sheng)(sheng)活(huo)(huo)(huo)設(she)備前提(ti)生(sheng)(sheng👍)(sheng)(sheng)活(huo)(huo)(huo)設(she)備。

四、關于幼兒園農村公路水路共公基礎上配(pei)套(tao)設施的(de)一開始劑量
(四(s🉐i))公路網(wang)水(shui)路通(tong)用依💛據生活設(she)施初始狀態(tai)檢(jian)定(ding)的方式
對(dui)于(yu)2019年1月1日起新(xin)增的公(gong)路(lu)水路(lu)公(gong)共(gong)基礎(chu)設施,應當按照(zhao)《政府🌠會計準🦩(zhun)則第5號——公(gong)共(gong)基礎(chu)設施》的規定進行初始(shi)計量(liang)。
對于尚未入賬(zhang)(zhang)的(de)公路水(shui)路公共基礎設(she)(she)施,在(zai)(zai)《基本建設(she)(she)財(cai)務管理🌠規定》(財(cai)建〔2002〕394號)施行之后(hou)建成的(de),一般(ban)應當按(an)照(zhao)其初始購建成本入賬(zhang)(zhang);在(zai)(zai)《基本建設(she)(she)財(cai)務管理規定》施行之前建成的(de),應當按(an)照(zhao)財(cai)會〔2018〕34號文有關規定確(que)定初始入賬(zhang)(zhang)成本。分屬于不同記(ji)賬(zhang)(zhang)主(zhu)體(ti)的(de)同一公路水(shui)路公共基礎設(she)(she)施,初始入賬(zhang)(zhang)成本的(de)確(que)定應采用(yong)一致(zhi)的(de)會計政策。
對于(yu)已(yi)按財會(hui)〔2018〕34號(hao)文有關規༒(gui)定入(ru)賬的存量公(gong)(gong)路水路公(gong)(gong)共基(ji)礎設施,其(qi)初始入(ru)賬成本(ben)無需調整。
(五)更改的成本(ben)標準規定真的定
按重制成本價投(t🔯ou)入費(fei)(fei)用作一開(kai)始入帳成本價投(tou)入費(fei)(fei)的部分鐵路(lu)水路(lu)公開(kai)地基的設(she)施,其重制成本價投(tou)入費(fei)(fei)規定予以按這管理(🌌li)權限確認:
中間級路(lu)網配送行政性事業(ye)發展企業(ye)承載工作管理(li)(li)運營(ying)維護管理(li)(li)職責(ze)的(de)高速公路(lu)水路(lu)公眾框架安全設施初(chu)始(shi)化料(liao)工費準則,由(you)國(guo)內路(lu)網配送經理(li)(li)助𒁏理(li)(li)單位管理(li)(li)計劃(hua)。
中間(jian)委托代為(wei)問題(ti)擔責(ze)安全(♉🦩quan)管理保護(hu)管理職責(ze)的(de)高速公路水路公用建筑設施理論知(zhi)識(shi)建筑設施的(de)重制的(de)成(cheng)本基準,由問題(ti)公共(gong)交通綜合配送操作員職能部門承擔責(ze)任擬定。
